In compliance with the Americans with Disabilities Act (ADA) of 1990, the Howard County Library District (HCLD) will ensure that qualified individuals with disabilities are given equal opportunities and access with respect to employment and public accommodation as required and allowed by law. This policy applies to individuals seeking employment or services, current employees, patrons in the HCLD service area, or anyone doing business with HCLD.
HCLD is not required to provide reasonable accommodation in the following situations:
Accommodation that would impose an undue hardship upon HCLD operations;
Individuals or employees who are found to be unqualified with reasonable accommodation for the position that is desired or held; or
If the employee or applicant with a disability imposes a direct threat of substantial harm to the health or safety of himself or herself or to others.
This policy does not create an express or implied contract of employment. Applicants with a conditional job offer may be subject to withdrawal of the job offer or employees may be terminated at any time, for any reason, except as otherwise prohibited by law.
It is the responsibility of individuals seeking accommodations to notify the library supervisor of disability, the type of accommodations requested, the reasons the accommodations is necessary, and to provide substantiation reasonably requested by the Library. Substantiation reasonably requested by HCLD must be provided at the individual's cost unless HCLD prescribes the identity of the professional, requests a second opinion, or imposes some other specification beyond the individual's general obligation to acceptably document the condition and necessary accommodations. Once the existence of a covered disability is established, HCLD and the individual will work together to develop and implement a reasonable accommodation. If the individual refuses to work with HCLD in good faith to arrive at an acceptable accommodation and implementation, the individual will be deemed to have waived the right to accommodation.
All Howard County Residents have full access to the services offered by the Central Methodist University Library. The CMU library is ADA-compatible and patrons may access the Howard County Public Library's holdings through the CMU computers.
